Proclamation of State of Emergency

 

WHEREAS, the World Health Organization designated the 2019 novel Coronavirus outbreak as a Public Health Emergency of International Concern; the United States Health and Human Services Secretary Alex M. Azar II declared a Public Health Emergency for the entire United States to aid the nation’s healthcare community in responding to the 2019 novel Coronavirus “COVID-19.” COVID-19 is a contagious, and at times fatal, respiratory disease; the worldwide outbreak of COVID-19 and the effects of its extreme risk of person-to-person transmission throughout the United States, significantly affect the lives and health of our people, as well as the economy, and is a disaster that impacts the health, security and safety of the public; and

 

WHEREAS, on or about March 13, 2020, the State of Wisconsin and the federal government declared a State of Emergency, due to the COVID-19 pandemic; and

 

WHEREAS, the COVID-19 Pandemic has impacted, or is expected to impact the Municipality, Wisconsin; and

 

WHEREAS, because of emergency conditions, the Governing Body is unable to meet with promptness; and

 

WHEREAS, pursuant to sections 323.11 and 323.14(4)(b) of the Wisconsin Statutes it is necessary and expedient for the health, safety, welfare and good order of the municipality to proclaim that emergency conditions exist; and

 

WHEREAS, the emergency has caused the municipality to extend, commit and exhaust its pertinent available resources; and

 

WHEREAS, the Municipality requests State assistance and advises the State of Wisconsin of our emergency conditions:

 

NOW, THEREFORE, pursuant to Sections 323.11 and 323.14(4)(b) of the Wisconsin Statutes, as Chairman, the chief executive officer, of the Municipality of the Town of Ottawa, Wisconsin, I hereby proclaim a State of Emergency, and  hereby

 

  1. Authorize emergency purchases of goods and materials

  2. Authorize emergency purchases of services

  3. Authorize emergency costs to the labor force

     

    This Proclamation shall take effect immediately and shall continue in effect until April 30th, 2020 at 11:59 p.m. or such earlier time as a quorum of the Governing Body convenes and rescinds the Proclamation.

2020 is a Presidential Election year, which means you will soon be finding voter registration forms and

Absentee Ballot request forms in your mailbox.  These mailings are not from your municipal Clerk, even though

they may appear to be.  They are sent by special interest groups and the prefilled voter information on the forms is often outrageously inaccurate.

Ottawa Town Hall is located at W360 S3337 State Road 67, Dousman WI  53118.  Town Hall hours are Monday through Friday 8:00 a.m. - 4:00 p.m. 


 Summer Hours:

May through August - Monday through Thursday 8 a.m. to 4 p.m.  Fridays 8 a.m. to 1 p.m.

Job Description

Role and Responsibilities

Assume newly created role of Lead Technician for the town and manage additional town employees

·         Create scheduling/daily assignments during recycling and garbage drop off hours (Saturdays 8am-11am)

·         Create structure and role clarity for other employees

·         Manage garbage and recycling drop off days for the town every Saturday per town guidelines

·         Ensure only town residents utilize service and only acceptable items are allowed

·         Work with existing employees to build yearly task list (Calendar of events) and contact information database for items including maintenance on machines and contacts for outside contractors

·         Operate town equipment per town guidelines (front end loader/backhoe/etc.)

·         Report weekly to the town on results of garbage/recycling drop off and other relevant information

·         Any other duties assigned by town board

Qualifications

-          Self Starter / Organizational skills / Communication Skills / Motivated to hold people accountable / Ability to create scheduling / Ability to create database of contact information for relevant organizations / Comfortable speaking with people of all ages in person and on the phone

Preferred Skills

 Leadership experience / experience operating machinery such as backhoes and front end loaders or similar

MUST be willing to work Saturdays throughout the year from approximately 730 am – 1200 pm
